Coverage is the floor no model repairs. Images existing is not the same as records being geographically indexed and machine-readable — Permian coverage is genuinely good, Bakken and Anadarko are not.
The 100 agency days are not claimed by anything on this platform, and the statutory notify and cure window inside the operator side is not compressible either. What changes is how often a package enters that clock at all. A package that is complete on the first pass never does.
One hundred of the 283 days sit with the regulator. Nothing here compresses them, and presenting them as recoverable is the fastest way to lose a room.
Ten days for the agency to notify and 45 for the operator to cure sit inside the operator side. The remedy is not to compress the clock but to keep packages out of it.
Attorney sign-off and human submission are legal positions, not engineering backlog. They are modeled as gates because that is what they are.
