What world class has to look like — then where the agents turbocharge it
Seven standards define a land and regulatory function that runs at the top of its class. Each one is a process change first and an agent second, and the two are priced separately, because buying agents onto an unreshaped process buys very little.
Seven systems of record hold seven versions of the same well and share no key. The join is made by an analyst, from memory, once per task, and is never written down.
Every active subject carries a canonical id, and package assembly starts with zero unresolved conflicts.
Stand up a subject registry and make it the only place a well is named. Forbid downstream stages from reading a source system directly.
Candidate pairs are scored on name, geometry, operator and instrument overlap. Matches above threshold commit automatically; the graph keeps the survivorship record and the reason for it.
A canonical subject exists before downstream work starts. Terms are captured once with citations. Quality is scored before submission and queues are ordered by risk. People still do the work — but they do it once.
Tell: The first-pass approval rate is a number somebody owns.
Reviewer capacity, hearing calendars and cure windows belong to the regulator. A world-class operator arrives earlier and cleaner. It does not arrive faster than the agency can read.
Statutory. It is not a process inefficiency and nothing on this page compresses it. The platform’s job is to make sure the clock never starts by surprise.
A licensed attorney renders it. The mesh assembles the runsheet and surfaces the exceptions; the professional judgment stays with a person who signs.
A named individual takes regulatory responsibility for what is filed. That is a design decision, not a gap waiting to be closed.
