The reshaped process

What world class has to look like — then where the agents turbocharge it

Seven standards define a land and regulatory function that runs at the top of its class. Each one is a process change first and an agent second, and the two are priced separately, because buying agents onto an unreshaped process buys very little.

The seven standards
Open one to see how it runs today, the bar that proves it, and the two moves that close it.
How it runs today

Seven systems of record hold seven versions of the same well and share no key. The join is made by an analyst, from memory, once per task, and is never written down.

The bar that proves it

Every active subject carries a canonical id, and package assembly starts with zero unresolved conflicts.

Wells with a canonical idNoneEvery one
Process move · to L34d

Stand up a subject registry and make it the only place a well is named. Forbid downstream stages from reading a source system directly.

Entity Resolver · Identity Graph

Candidate pairs are scored on name, geometry, operator and instrument overlap. Matches above threshold commit automatically; the graph keeps the survivorship record and the reason for it.

The maturity ladder
Rungs one to three are process work. Only the last rung needs agents.

A canonical subject exists before downstream work starts. Terms are captured once with citations. Quality is scored before submission and queues are ordered by risk. People still do the work — but they do it once.

Tell: The first-pass approval rate is a number somebody owns.

Climbing to level 3 is organizational: one subject, one capture, published standards, queues ordered by risk. It recovers 26 days and needs no model at all. Level 4 is where the mesh earns the other 47 — and it cannot be reached by skipping the rung below it.
What world class does not change
Four limits that stay exactly where they are.
The agency’s 100 days

Reviewer capacity, hearing calendars and cure windows belong to the regulator. A world-class operator arrives earlier and cleaner. It does not arrive faster than the agency can read.

The 10-day notify, 45-day cure window

Statutory. It is not a process inefficiency and nothing on this page compresses it. The platform’s job is to make sure the clock never starts by surprise.

The title opinion

A licensed attorney renders it. The mesh assembles the runsheet and surfaces the exceptions; the professional judgment stays with a person who signs.

The submit button

A named individual takes regulatory responsibility for what is filed. That is a design decision, not a gap waiting to be closed.

The target-state operating model
Four phases, each with the outcome it owes, the condition it may not be left without, and the rule that holds inside it.
1Acquire the record2 standards

The county record exists as structured, cited data within a day of being recorded — not within a week of somebody needing it.

Enter
An instrument is recorded, or a runsheet lands from an abstractor.
Leave
Every term extracted and cited, and anything under threshold sitting in a named person’s queue.
Standing rule

Nothing is re-keyed. Ever.

2Establish the truth1 standard

One canonical subject per well, tract, lease and party, with the survivorship decision and its reason on the record.

Enter
Structured, cited terms exist for the instrument.
Leave
Zero unresolved identity conflicts across the subjects the package depends on.
Standing rule

No downstream stage reads a source system directly.

3Earn the approval2 standards

A package that clears the agency’s own bar on the first pass, submitted by a named person who can defend it.

Enter
Canonical subjects and cited terms are in place for every parcel in the package.
Leave
Completeness above the published standard, and a human has pressed submit.
Standing rule

No agent submits. No agent renders a title opinion.

4Operate and account2 standards

Every obligation derived from its clause, and every reported volume traceable to the meter that produced it.

Enter
The permit is approved and the well is producing.
Leave
Continuous. This phase does not close, which is exactly why it cannot be run from a calendar.
Standing rule

No number is published without a path back to its inputs.

This is the model the platform runs. The life cycle surface executes it stage by stage, with both human gates in place.
