This is the one place in the platform where no agent has authority. Federal permitting portals bind an account to an identity-proofed person and prohibit sharing or automating that credential — so the mesh assembles the package, scores it, and then stops. A named human presses the button.

The credential is bound to a person

Federal permitting portals require an identity-proofed account and prohibit sharing it. There is no service account for an agent to hold, so automated submission is not a capability gap — it is disallowed.

Liability follows the filer

A false or incomplete filing attaches to whoever submitted it. Handing that exposure to a model with no legal standing does not transfer the risk — it just obscures who holds it.

The saving is upstream anyway

The button press is minutes. The 183 operator-side days that precede it are where the compression lives, and the mesh has already taken those before this screen loads.
